I came across an interesting blog post describing a district in Hong Kong where inhabitants lived outside the reach of both British and Chinese law before it was dismantled in 1993. Strikes me as a useful point of departure for running Apocalypse World.
The youtube video embedded in the blog post is a German documentary that shows life in the interior: the streets of the city are dark roofed passageways with water streaming down the walls. Very evocative.
