Don't aim for a set number - one per hunter is almost certainly too many at the beginning!
A few classes right away point to an arc (the Chosen, Wronged, for example) but many do not.
Possibly the history choices the hunters made, and the backstory they created about the team will suggest something as well.
So, look at what you've found out about each hunter's background and see if a big plot comes to mind. If not, leave it for now and see what happens. If it turns out to be important, it will come up in play when you ask them questions or as the results of what happens in your mysteries.
Overall, don't worry about the number of arcs. Just look for a particular monster, place, or group that seems really important because of what you've found out in play, and make an arc for them when that happens.
