Skinner hypnotic move question

Does the list of possible hold spends for the Skinner's hypnotic move (be your eyes and ears, etc.) apply to PCs as well as NPCs?  Specifically, can the Skinner tell another PC what to do?  This seems at odds with the notes for rolling a 12+ on an advanced go aggro, which states that it's the only time in the whole game where one player can tell another player what to do.

No, it doesn't. And in any case, if it did, it says that they spend those, as in the its up to the MC, per the NPC's characterization.


Hypnotic: when you have time and solitude with someone, they become
fxated upon you. Roll+hot. On a 10+, hold 3. On a 7–9, hold 2.

For PCs, instead, any time you [the skinner] like you can spend your hold, 1 for 1:
•  they distract themselves with the thought of you. They’re acting under fre.
•  they inspire themselves with the thought of you. They take +1 right now.
On a miss, they hold 2 over you, on the exact same terms.
A player of mine playing a gunlugger - "So now that I took infinite knives, I'm setting up a knife store." Me - "....what?" Him - "Yeah, I figure with no overhead, I'm gonna make a pretty nice profit." Me - "......"
