When/how does a Hocus's Fortunes increase

Does Fortunes increase for a Hocus? Is he stuck with the number he started the game with? If not, when does it go up?

If the character adds successful commerce to the followers.  That's the only obvious one.

But if the hocus asks the MC how to do that and says what she's trying and then spends time and effort on it, they can agree to make the number higher, right?

What I do with long term achievements: to do it, do it and in doubt, use the workshop rules.
