I wouldn't worry about balance to be honest, some things should just be more careful not to piss off the Hag! Several moves have different mechanics for PC and NPCs so I don't think that's a problem. Evil Eye looks good so that could be the NPC-exclusive part of the move.

I really liked the old move that triggered the want or surplus of something, it felt both powerful and fun and witchy. Maybe just something that triggers a tag on a hit? So it can make guzzling cars guzzle it all or long range weapons shoot even longer (plus of course the famine, partying or idleness when you curse or bless a hardhold).

I think seeing how well your hardhold fares without you can be a reward in itself. Letting go of responsibility, even found a new one. For the chopper I could imagine keeping the gang in practice but abandoning the chopper way (raiding etc) and instead do other stuff.

If there is any comfort Visions of Death can do that on a 7+. Remember the enemy gang might not try to shoot him (since he is obviously very hard to draw a bead on) but instead capture him or take a hostage or something. The next enemy gang leader that dares go up against him could have a hostage or something.

Breaking the opposing gangs might not lead to boring fiction though. Now the world is changed and if the PC aspires to conquer their old turf let him, there will be plenty of headache.

I think it means that if the trading of bullets is methodical and non-chaotic it shouldn't be Sieze by Force. Imagine two forces both entrenched and neither attempt to storm the other. Both forces are equal sized gangs with 3-harm and 2 armor thanks to their armor and sand bags.

MC: So do you roll out any battle plan?
PC: Nah, I'll just let the days go by.
MC: Are you present, like, taking part in taking potshots and keeping watch?
PC: Yeah of course.
MC: Alright. A few days go by. The most exciting thing that happens is your Baka managed to shoot some assholes hand off when he was giving you the finger. Day 2 a stray bullet passes through your helmet when you're keeping watch, that's 1-harm and roll to see if it bit off more than part of your ear. A few other people get similar boboos, Jake-Jake gets her nose blown off so now she looks even more like a grinning skull.

That was the exact move I was thinking about before the one I suggested. It has a different flavor since what puts the scholar in trouble is heeding false rumors rather than having accurate but dangerous information.

I think which move is better depends on how good the MC is to come up with either misinformation or true information than puts you in a spot. The way I imagine the fiction a Scholar that misses and get's a maybe true answer will not act on the information till it is confirmed rendering it less punchy (maybe investigation is what you want to see this playbook care about?).

Rereading this I think Book Learning and Ear to the Ground are the coolest moves.

However Ear to the Ground crosses the MC/Player authority boundary for me with the player being able to make up whatever as a move without being prompted by someone else at the table. Being a reversed Reputation is cool as hell but I wonder if there is some other way to do it.

Maybe the MC always tells you something about them but on a miss they know that you know? You still get knowledge (and accurate knowledge) but it puts you in trouble instead of at an advantage.

Minor aesthetic thing: The Scholar should obviously be able to have a concealed gender! Especially with the Ear to the Ground move, seeing without being seen.

Everything you do as an MC should be a move. As I see it AW is a system for moving the fiction along and as long as players or the MC makes moves it will happen. Every MC move listed helps move the fiction along by giving the PCs something to react to (even if that reaction is remaining passive you have altered the fictional landscape and sooner or later they will push back against it).

Stuff you normally do as a GM is usually an MC move. I have seen some GMs do stuff that is like threading water though by prompting you to try resolve a situation you already tackled (roll perception again!) either because they don't know any better or because they can't stand to see the fiction move in the direction it is heading.

So whenever I open my mouth I'll soon be making a move unless a PC takes the initiative. The move doesn't have to be hostile even, separate them often looks like "so Hurdy and Gurdy, you are out hunting" which separates them from the other PCs.

When you use someone else's move roll+Hx. On a hit you get to use their move as it is written, no ifs or butts. On 10+ they hold 1 which they can spend to use one of your moves. On a miss you get +1 Hx with them but their move triggers as if it failed. With moves that you don't normally fail with (no roll) the MC makes a hard move as usual.

If they want to shoot people without being exposed to their fire their should flank them or kill them in their sleep.

If his expeditions are long enough that he starts a session abroad make sure to give him a love letter which is an actual letter from whomever he put in charge while he was gone. Like, some courier from the hardhold comes up and hands over the letter:
