Title: The Divine Boss from beyond move question

Quick question,

I have someone playing The Divine playbook for the first time and even though I've looked it over many times, I am curious why the Boss from beyond move isn't a given like with the Chosen's Destiny’s Plaything or the professional's Deal with the agency?

I just didn't want it to be a default option.
