Is the Hardholder's gang a part of the population or in addition to the population?

I've always considered it in addition.  Though you can get some weird results if you go the other way:

large gang (~60 members) + small population (50-60 people)

So the entire population is a gang (fun!) and potentially the gang is bigger than the population (what!?).

That's why I was asking. Wanted a big gang, kind of a warlord mercenary group, and their families and hangers-on.
