So, other than just being totally awesome, why would you spend 20 Gold on arrows?

because it has one more use than regular arrows, saving you weight.

Ben nailed it. They're lighter, something you might consider when you're pretty sure you'll be coming out with more than 20 gold.

Also, everything in Dungeon World has some fictional weight, too.  Maybe there's a beast that's only harmed by elf-crafted-weapons?  Maybe you want to frame an elf for murder! 

Etc.
